Biography of Bolotbek Nogoibaev

Early Life and Education

Bolotbek Berdibekovich Nogoibaev was born on November 10, 1955, in the village of Telman in the Panfilov District of the Frunze Region of the Kirghiz SSR (later known as the Chui Region of Kyrgyzstan). He was born into a peasant family. From 1962, his birthday coincided with the celebration of the Day of the Militia in the Soviet Union, which was formed based on the decree of the People's Commissariat for Internal Affairs (NKVD) on November 10, 1917, "On the Workers' Militia."

In 1973-1975, Nogoibaev served in the Soviet Army. After his service, he began working in the internal affairs bodies as a regular police officer. Over the next ten years, Nogoibaev held various positions, including division commander, criminal investigation department inspector, inspection chief, criminal investigation department chief, and deputy chief of the internal affairs department (OVD) at the "Pishpek" station of the Ministry of Internal Affairs (MVD) transport department of the USSR.

In 1979 (according to other sources - in 1983), Nogoibaev graduated from the Faculty of Law at the Kyrgyz State University. In 1985, he enrolled in the Management Department of the MVD Academy of the USSR, and two years later, he graduated with honors. In 1987, he was appointed chief of the linear OVD at the "Pishpek" station, and in 1990, he became the chief of the Sverdlovsk District OVD in the city of Bishkek. In 1995, Nogoibaev became the deputy chief of the UVD of the Talas Region, in 1996 - the chief of the criminal investigation department of the MVD of Kyrgyzstan, and in 1998 - the chief of the UVD of the Osh Region. In 1999, the regional UVD issued "Methodological Recommendations for Organizing Counteraction to Extremist Religious Movements and Organizations," edited by Nogoibaev.

Career in the Ministry of Internal Affairs

In July 1999, Nogoibaev was appointed deputy minister of internal affairs of Kyrgyzstan. In 2000, he became the editor of the training manual "Conducting Combat Operations" for the personnel of the internal troops of the MVD of the republic. In January 2001, Nogoibaev became the head of the main criminal investigation department of the MVD of Kyrgyzstan, and in November 2002, he returned to the position of deputy head of the MVD.

On February 6, 2007, by decree of the president, Nogoibaev was appointed the Minister of Internal Affairs of Kyrgyzstan. During this time, the country was experiencing a political crisis: former Prime Minister Felix Kulov led the opposition, demanding early elections, constitutional changes, and the resignation of President Kurmanbek Bakiyev. On April 11, 2007, an indefinite protest against the president began in Bishkek. On April 14, 2007, opposition protesters marched through the center of the capital. Nogoibaev promised them protection and immunity, and the demonstrators themselves detained provocateurs sent to them and handed them over to the police. On April 16, 2007, Nogoibaev announced that law enforcement agencies would disperse the protesters in case of mass violations of public order. During the night of April 19-20, 2007, the police dispersed the opposition demonstration demanding the resignation of Bakiyev. According to Nogoibaev, this decision was made after the demonstrators began throwing stones and sticks at the law enforcement officers. The opposition representatives, in turn, accused the authorities of provocation.

Accomplishments and Personal Life

Nogoibaev has been awarded state honors: in 1997, he received the honorary diploma of the Kyrgyz Republic, and in 2000, he was awarded the "Kuzhurmon kyzmat otogondugu uchun" ("For Impeccable Service in the Armed Forces of Kyrgyzstan") Medal of the 1st degree. Nogoibaev is the author of 28 scientific publications and the monograph "Drugs: Theory and Practice of Counteraction".

Nogoibaev is married and has two sons and a daughter, as well as five grandchildren (according to other sources, four grandchildren). His eldest son, Aidar Nogoibaev, graduated from the Kyrgyz State University and the MVD Academy of Russia and served for 2 years as part of the UN peacekeeping forces in Liberia and Kosovo. His youngest son, Azamat Nogoibaev, followed in his father's footsteps and became an operative officer of the main criminal investigation department of Kyrgyzstan. As of 2007, Aidar held the rank of major, and Azamat was a captain of the police.
