Early Life and Education
Boris Vasilievich Batura was born in Belarus in 1970. He graduated from the Belarusian Polytechnic Institute in 1970, earning a degree in engineering.
Early Career
After graduating, Batura began his career as a shop floor supervisor. He then worked as a process engineer and as acting head of the quality control department at the UZH-15/11 institution of the Grodno Regional Executive Committee.
Government Service
In 1973, Batura became the head of the Volkovyssk Combine of Municipal Enterprises. He later held various positions in the housing and utility sector of the Grodno Regional Executive Committee, including deputy head of the housing and utility department (1979-1983) and first deputy head of the production department of housing and utility services (1983-1984).
From 1984 to 1987, Batura served as the head of the production department of housing and utility services under the Grodno Regional Executive Committee. He then became deputy minister of housing and utilities of the Belarusian Soviet Socialist Republic (1987-1990) and minister of housing and utilities (1990-1999).
In 1999, Batura was appointed deputy prime minister of Belarus. He held this position until 2000, when he became chairman of the Mogilev Regional Executive Committee.
Chairman of the Council of the Republic
In 2008, Batura was elected chairman of the Council of the Republic, the upper house of the National Assembly of Belarus. He served in this role until 2010.
Chairman of the Minsk Regional Executive Committee
From 2010 to 2013, Batura was chairman of the Minsk Regional Executive Committee.
Retirement and Later Career
In 2013, Batura was verbally ordered by President Alexander Lukashenko to become head of Borisovdrev, a state-owned wood processing company. However, this decision was not formalized in writing, and Batura opted to retire.
Batura remains involved in public service through his roles as chairman of the Council for Cooperation between Local Governments under the Council of the Republic and as chairman of the Interparliamentary Assembly of the Eurasian Economic Community (MP EAEEC). He is also a member of the Council of the Interparliamentary Assembly of the Commonwealth of Independent States (CIS) and the Council of the Parliamentary Assembly of the Collective Security Treaty Organization (CSTO).
