Early Life and Education

Bouhraya Hammoudi Bayoun was born in Dakhla, Western Sahara, in 1954. He pursued his education in economics at the University of Havana in Cuba. Bayoun is proficient in Hassaniya (an Arabic dialect) and Spanish.

Political Career

Bayoun's political journey began in the Sahrawi Arab Democratic Republic (SADR) government in exile. He served as Minister of Trade and Development under Prime Minister Mohamed Lamine Ould Ahmed in 1985.

First Term as Prime Minister

In 1993, Bayoun was elected Prime Minister of SADR, holding the position for two years. Following this, he served as Minister of Economic Development and Trade.

Second Term as Prime Minister

Bayoun's second tenure as Prime Minister spanned from 1999 to 2003. During this time, he concurrently held the role of Minister of Interior. He supported the United Nations Mission for the Referendum in Western Sahara (MINURSO) and pledged to abide by the referendum results, regardless of public opinion on integration with Morocco. Bayoun also criticized the new Moroccan King Mohammed VI's perceived violation of Sahrawi rights.

Representative to Spain

In 2008, Bayoun was appointed as Polisario's representative to Spain. He replaced Brahim Ghali, who became Polisario's representative to Algeria. Upon Ghali's election as President of SADR, Bayoun assumed the role of Polisario's representative to Algeria.

Third Term as Prime Minister

Following the 15th Polisario Front Congress in Tifariti, President Brahim Ghali appointed Bouhraya Hammoudi Bayoun as the new Prime Minister of SADR on January 13, 2020.
