Biography of Bulat Abilov

Political Career and Philanthropy

Bulat Abilov is a well-known political figure, businessman, and philanthropist from Kazakhstan. He served as a member of the Mazhilis of the Parliament of the Republic of Kazakhstan and was a member of the Committee on Economic Reform and Regional Development from 2000 to 2001. He also served as a deputy in the Mazhilis of the Parliament for two terms. Additionally, Abilov worked as an external advisor to the President of Kazakhstan from 1994 to 1996. He was the Chairman of the Club of Patrons of Kazakhstan, which included prominent figures such as Raimbek Batalov, Erken Kaliev, Margulan Seysembayev, Nurlan Smagulov, Nurzhan Subkhanberdin, and Kayrat Satylganov. Together, they established the independent Tarlan Prize in 2000. Abilov was awarded the Annual Public National Charity Prize "Altyn Zhurek" in 2010 for his philanthropic contributions.

Early Life and Education

Bulat Abilov was born on September 15, 1957, in the city of Karaganda. He graduated from the Karaganda Polytechnic Institute in 1980, majoring in mining engineering.

Professional Career

After completing his education, Abilov worked as a mining master at the Kostenko mine, part of the Karagandaugol production association, from 1980 to 1985. He then became a leading specialist in the coal industry at the State Industrial Safety Inspectorate of the Kazakh SSR from 1986 to 1987. In 1989, Abilov joined the Tengizneftegazstroy Production Association as a leading specialist. He later worked as the head of the Department of the State Expertise Agency "Aray" from 1989 to 1990. From 1990 to 1991, Abilov served as the Deputy Director of the MP "Rakhat" and as the Director of the Republican Monetary and Commodity Lottery "In Defense of Culture and Spirituality of the People." He then became the General Director of the firm "Butya" and the President of the Butya Joint Stock Company from 1991 to 2000.

Political Involvement

In October 1999, Abilov ran as a candidate and was elected as a deputy in the Mazhilis of the Parliament on the party list of the Republican Party "Otan." In March 2000, he received his parliamentary mandate. Abilov became the President of the Club of Patrons of Kazakhstan in November 2000 and a member of the Council of Entrepreneurs under the President of Kazakhstan in September 2001. He also joined the Political Council of the public association "Democratic Choice of Kazakhstan" in November 2001. However, he was excluded from the parliament in December 2001 due to his departure from the "Otan" party. Abilov became the Co-Chair of the Organizing Committee in January 2002 and the Co-Chair of the Democratic Party of Kazakhstan "Ak Zhol" (Bright Path) in March 2002. He served as the President of the Club of Patrons of Kazakhstan from November 2002 and as the Co-Chair and Chairman of the Presidium of the Democratic Party of Kazakhstan "Ak Zhol" from November 2003.

Controversies and Legal Issues

On May 7, 2004, Abilov accused his opponent in the parliamentary race, Mukhtar Tinikeev, of accepting a bribe of $100,000 for obtaining a parliamentary seat. In July 2004, he was sentenced to a suspended term of 1.5 years for defamation by the Bostandyk District Court in Almaty. As a result, he was disqualified from participating in the parliamentary elections scheduled for September 19. Abilov became the Co-Chair of the party "Nastoyashchiy Ak Zhol" (Real Ak Zhol) in 2005. In July 2006, he was sentenced to a suspended term of two and a half years for insulting a police officer. Since March 2008, Abilov has been the Chairman of the opposition party - the Democratic Party of Kazakhstan "Azat" (Freedom).

Personal Life

Bulat Abilov is married and has three children. He has two daughters named Jamila (born in 1987) and Kamila (born in 1989), as well as a son named Dinmukhamed (born in 1994).
