Biography of Carlos Arroyo Del Rio
Carlos Arroyo Del Rio was an Ecuadorian statesman and politician who served as the President of Ecuador from 1940 to 1944. He was born on November 27, 1893, in Guayaquil.
Early Life and Education
Carlos Arroyo Del Rio completed his law degree from the University of Guayaquil in 1914. After graduating, he was appointed as the secretary of the Department of Education in the province of Guayas in 1914. In 1917, he served as the secretary of the administration of the Canton of Guayaquil.
Political Career
In 1920, Arroyo became a member of the provincial Department of Education and later, in 1921-1922, he governed the Canton of Guayaquil. Alongside his political career, Arroyo also pursued a career in education. He started as a sociology department head at the University of Guayaquil in 1918 and went on to become the dean of the Faculty of Civil Law and the rector of the university.
Arroyo was elected as a congressman for the province of Guayas in 1922 and 1923, and became the president of the Chamber of Deputies. In 1924, he became a senator.
After the death of President Mosquera Narváez in November 1939, Arroyo served as the acting president as the president of the Senate. In the same year, he was nominated as a presidential candidate by the Liberal Party and won the elections in January 1940.
Presidency
During his time in power, Arroyo established himself as a defender of democracy and an advocate for Pan-Americanism ideology. In January 1942, he severed diplomatic relations with Germany and its allies. However, on May 29, 1944, Arroyo was forced to resign under pressure from revolutionary forces supporting former President Jose Velasco Ibarra, who succeeded him as the president.
Later Life and Death
After his presidency, Arroyo engaged in teaching and legal practice in Guayaquil. He passed away in Guayaquil on October 31, 1969.
