Early Life and Education
Shakib Khelil was born on August 8, 1939, in Oujda, Morocco. As a student, he met Abdelaziz Bouteflika, who would later become the President of Algeria. In 1962, Khelil moved to the United States and earned a doctorate in engineering from the University of Texas.
Career in Energy Industry
After graduating, Khelil worked as an engineer for Shell, Philips Petroleum, and McCord Research. In 1970, he returned to Algeria and became the head of the reservoir department of Sonatrach, the state-owned hydrocarbon company. He also served as the president of a joint venture between Sonatrach and the American company Coreb.
World Bank Years
In 1980, Khelil joined the World Bank, where he worked on oil projects in Africa, Asia, and Latin America. He was credited with playing a key role in restructuring Latin American economies. He left the World Bank in October 1999, shortly after Bouteflika was elected President of Algeria.
Minister of Energy and OPEC Presidency
In December 1999, Khelil was appointed Minister of Energy and Natural Resources. From November 2000 to November 2001, he served as the President of OPEC, an organization of major oil exporters. During his tenure, he advocated for a moderate approach to regulating oil prices.
Energy Reforms and Foreign Relations
Khelil proposed reforms to Algeria's oil and gas legislation, aiming to liberalize the industry and attract foreign investment. These proposals sparked debates and resistance from within Sonatrach and political groups. However, Khelil's reforms were eventually adopted in July 2005.
Return to OPEC Presidency
In September 2007, Khelil was elected to his second term as OPEC President. During his tenure, he defended the organization's role in managing oil prices and criticized the US government's economic policies for contributing to energy price increases.
Later Career and Legacy
Khelil expanded Sonatrach's overseas operations, particularly in Latin America. In the mid-2000s, Algeria adopted a more conservative energy policy, leading to revisions in the oil and gas law and increased taxation on oil companies.
Shakib Khelil is a highly experienced and influential figure in the global energy industry. His contributions to Algeria's energy sector and his role in OPEC have shaped the international energy landscape.
