Early Life and Education

Eduard Martirosyan Sandoyan was born on June 4, 1961, in Yerevan, Armenia. From 1978 to 1981, he studied at the Moscow Institute of Management named after S. Ordzhonikidze, where he served as deputy secretary of the Komsomol committee. He then earned a degree in Economics and Organization of Machine Building Industry from the Yerevan Polytechnic Institute from 1978 to 1983.

Academic and Research Career

Sandoyan pursued further education through a postgraduate program at the Yerevan Polytechnic Institute from 1983 to 1987, earning a Candidate of Economic Sciences degree in 1987 and becoming an associate professor in 1988. He has published over 40 research papers. In 1987, he began doctoral studies at the Academy of National Economy under the Government of the Russian Federation.

International Experience

From 1989 to 1991, Sandoyan gained international exposure through training programs at the Federal Reserve Bank of the United States, central banks of England, France, and the Netherlands.

Professional Experience

Sandoyan's professional career began in 1983, when he worked as a lecturer and associate professor at the Yerevan Polytechnic Institute and the Yerevan Institute of National Economy. He also served as a senior researcher at the Research Institute for Labor and Social Problems under the Ministry of Electrical Engineering of the USSR.

Banking and Finance

From 1990 to 1991, Sandoyan held leadership positions in the commercial banking sector, as deputy chairman of the board of "Masis" commercial bank and president of "Menua" insurance company. In 1991, he became deputy head of the State Tax Inspectorate of Armenia, a role he held until 1993.

Government Service

Sandoyan's government service began in 1994, when he became head of the main department for supervision, regulation, and licensing at the Central Bank of Armenia, a position he held until 1998. From 1998 to 1999, he served as Armenia's Minister of Finance and Economy.

Post-Government Roles

After his ministerial tenure, Sandoyan returned to the private sector in 1999, becoming chairman of the board of "Armagrobank" JSC. In 2000, he became an associate professor at the Department of Labor Economics at Yerevan State University.

Industry Leadership

From 2001 to 2002, Sandoyan chaired the supervisory board of the Armenian Stock Exchange. In March 2002, he became head of the Department of Economics at the Russian-Armenian (Slavonic) State University.

Research and Consulting

Sandoyan established and became executive director of the Center for Transition Economy Research in June 2002. He also became deputy chairman of the council of "Armsberbank" CJSC in September 2002.
