Early Life and Education
Zhang Deguang was born in February 1941, in the eastern province of Shandong. He excelled in language acquisition and graduated from the Department of Russian Language and Literature at the Beijing Institute of Foreign Languages in 1964.
Diplomatic Career
Zhang's fluency in Russian opened doors to a career in diplomacy. He served as a translator before joining the Chinese Embassy in the Soviet Union. He later became counselor to the Chinese Embassy in the United States.
Ambassadorial Appointments
Zhang's diplomatic prowess earned him prestigious ambassadorship appointments. He served as Ambassador to Kazakhstan from 1986 to 1993. He also held the position of Ambassador to the Russian Federation from 2001 to 2003.
Ministry of Foreign Affairs
In addition to his ambassadorial roles, Zhang served in various positions within the Chinese Ministry of Foreign Affairs. He was Director-General of the Department of Eastern Europe and Central Asia from 1993 to 1995 and Vice Minister of Foreign Affairs from 1995 to 2001.
Shanghai Cooperation Organization
In 2007, Zhang was elected Secretary-General of the Shanghai Cooperation Organization (SCO), a regional organization comprising China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. The establishment of the secretariat marked a significant milestone in the SCO's development.
