Dr. Danil Hetmantsev: A Legal Luminary and Advocate

Dr. Danil Hetmantsev is a distinguished legal scholar, professor, and attorney. He holds the esteemed position of Honorary President of the law firm Jurimex, Expert at TaxLink, President of the Association of Tax Advisers, and Member of the European Association of Tax Law Professors (EATLP).

Education and Early Career

Hetmantsev's educational journey began at the Ukrainian Humanities Lyceum of Taras Shevchenko National University of Kyiv, where he graduated in 1995. He went on to excel in his legal studies at the Faculty of Law of Taras Shevchenko National University, graduating with honors in 2000.

From 2000 to 2006, he held the position of Assistant at Taras Shevchenko National University. In 2004, he successfully defended his dissertation for the Candidate of Legal Sciences degree, specializing in administrative law, process, financial law, and information law. The topic of his dissertation was "Banking Secrecy: Features of Its Legal Regulation in Ukraine and Foreign Legislation."

Academic and Professional Contributions

Hetmantsev's academic career continued to flourish. He became an Associate Professor in 2007 and later served as a Professor of the Department of Financial Law at the Faculty of Law of Taras Shevchenko National University. He earned his Doctor of Legal Sciences degree in 2012, specializing in administrative law, process, financial law, and information law. His dissertation focused on "Financial and Legal Obligation: Problems of Genesis, Determination, and Essence."

In his research, Hetmantsev proposed a concept of financial and legal obligation as a fundamental and overarching category in financial law. He established the reciprocity of rights and obligations between parties in financial (including tax) relationships within the framework of financial and legal obligations.

Hetmantsev's scholarly work focuses on improving the legal regulation of financial responsibility, indirect taxation, and property taxation. He has made significant contributions to the theory of taxation and advocates for the development of tax administration, electronic administration, and taxpayer protection.

Membership in EATLP

In 2016, Hetmantsev became the first Ukrainian member of the European Association of Tax Law Professors. The official ceremony of his admission took place in Munich at the Max Planck Institute for Tax Law and Public Finance. He has since joined the Academic Committee of EATLP in 2018.

Political Engagement

Hetmantsev ventured into politics in 2019, running on the list of the "Servant of the People" party during the Ukrainian parliamentary elections. He advocates for the restoration of water supply to Russian-controlled Crimea from mainland Ukraine.
