Payne was born on July 24, 1982, in Cincinnati, Ohio. He developed a passion for sports, particularly track and field, from a young age. During his time at Wyoming High School in Ohio, he competed in various junior competitions, winning several medals.
In 2000, Payne enrolled at the University of Cincinnati, where he continued his track and field career. He graduated in 2004 and embarked on his professional athletics journey.
