Early Life and Education
Born: August 1, 1983Ukrainian politician and lawyer, Serhii Horobets was born in Kryvyi Rih, Dnipropetrovsk Oblast. He received his early education at the Dnipropetrovsk Lyceum of Information Technologies from 1998 to 2000. Subsequently, he pursued a Bachelor's degree in law from Dnipro National University named after Oles Honchar from 2000 to 2005. Horobets holds a second higher education in Banking.
Professional Career
Legal Profession: 2010-2020After completing his legal studies, Horobets engaged in advocacy from 2010 until his election to parliament in 2020. During this period, he also served as an insolvency manager from 2013 to 2016. From 2016 to 2018, Horobets held the position of judge of the Dniprovskyi District Court in Dniprodzerzhynsk.
Judicial and Legal Roles: 2019-2020
In 2019, Horobets became the Chairman of the Dnipropetrovsk branch of the Association of Lawyers of Ukraine. He was also a delegate to the Legal Assembly of the Association and a member of the Regional Council for Justice Reforms. Additionally, he led the Committee for Small and Medium Business Development at the Dnipropetrovsk Chamber of Commerce and Industry in 2020.
Horobets held managerial roles in several law firms and companies, including managing partner of the Advocacy Association "Lowatek" and director of "Avin Trade" LLC.
Political Involvement
Political Assistant and Presidential Election: 2019Prior to his election to parliament, Horobets served as an assistant-consultant to a Ukrainian Member of Parliament. In the 2019 presidential election, he acted as a representative for Volodymyr Zelensky in Constituency No. 26, in Dnipro.
Member of Parliament: 2020-Present
Horobets became a Member of the Verkhovna Rada (Ukrainian Parliament) on June 11, 2020, replacing Oleksandr Tkachenko, who had been appointed Minister of Culture. He currently serves as the Head of the Committee on Legal Policy.
Horobets is also involved in various interparliamentary groups and commissions, including the Group for Interparliamentary Relations with Tajikistan, the Group for Interparliamentary Relations with the United States of America, and the Group for Interparliamentary Relations with Indonesia. He chairs the Working Group on Improving the Activities of the Constitutional Court of Ukraine and co-chairs the Working Group on Settling the Issue of Judges of the Supreme Court of Ukraine and Judges of Higher Specialized Courts.
