Early Life and Education
Dina Kutmanova was born on October 31, 1961, in the village of Kazarman, Toguz-Toro District, Tian-Shan Region, Kyrgyz SSR. In 1983, she graduated from the Moscow Chemical and Technological Institute (MHTI) named after D.I. Mendeleyev with a degree in chemical engineering. Later, in 2010, she earned a law degree from the Kyrgyz State Law Academy.
Academic Career
Kutmanova holds a Doctorate in Law with a dissertation titled "Problems of the Implementation of the Right to a Favorable Environment in the Kyrgyz Republic." Her research focused on the legal framework surrounding environmental protection in Kyrgyzstan.
Political Career
On October 13, 2021, Dina Kutmanova assumed the role of Minister of Natural Resources, Ecology, and Technical Supervision in the government of Akylbek Japarov. She is responsible for overseeing environmental protection, resource management, and technical standards.
