Early Life and Education

Georg von Kankrin (1774-1845) was a Russian Minister of Finance and writer. Born in Hanau, Hesse-Nassau, he studied at the Universities of Hesse and Marburg. In 1797, he arrived in Russia, where his father managed the salt works of Staraya Russa.

Military and Economic Career

In 1800, Kankrin became an assistant to his father, and in 1803, he became the inspector of German colonies in the St. Petersburg province. His writings on military science and provisioning attracted the attention of German generals under Alexander I. From 1811 to 1813, Kankrin held various positions in the provisioning of armies during the Napoleonic Wars.

Minister of Finance

After leaving the army in 1820, Kankrin was appointed to the Military Council and then the State Council. In 1823, he became Minister of Finance, a position he held until 1844. He was granted the title of count in 1829, and in 1838, he lectured on financial science to Alexander II.

Economic and Financial Policies

Kankrin's economic ideas were shaped by the German historical school of economics. He emphasized state intervention and protectionism in industry. His notable achievements included:

Monetary reform: Replacing depreciated paper money with silver-based currency.

Pro-industrialization policies: Promoting domestic manufacturing, establishing technical institutes, and protecting industries with tariffs.

Tax reforms: Increasing tax revenue through new excise taxes and improved tax administration.

Fiscal conservatism: Reducing government spending and debt.

Later Life and Legacy

After retiring from government service, Kankrin wrote several influential works on economics and finance. His writings classified him as part of the Russo-German school of economics, a group that opposed the liberal school of Adam Smith.

Kankrin's long tenure as Minister of Finance left a significant impact on the Russian economy. His policies fostered industrial growth, stabilized the monetary system, and improved fiscal discipline. However, some critics argue that his protectionist policies hindered the development of a more competitive and dynamic economy. Nonetheless, he remains a prominent figure in Russian economic history.
