Early Life and Education

Emmanuelle Cosse was born in Paris in 1964. She graduated from the University of Paris XII with a law degree in 1997.

Political Activism

Student and Grassroots Involvement

Cosse became politically active while a student, joining the Independent and Democratic Lycee Federation (FIDL) in 1990 and the AIDS prevention organization Act Up in 1992, which she chaired from 1999 to 2001.

Environmental and Political Engagement

In 2009, Cosse joined the Europe Ecology The Greens (EELV) party. She was elected Deputy Chair of the Ile-de-France Regional Council in 2010 and became National Secretary of EELV on November 30, 2013. In 2015, she was reelected to the Ile-de-France Regional Council.

Ministerial Career

In 2016, Cosse was appointed Minister of Housing and Sustainable Habitat in the second government of Prime Minister Manuel Valls. However, she was expelled from her party in March 2016 due to EELV's opposition to her participation in the government.

Support for Civil and Environmental Initiatives

Cosse expressed support for the candidacy of François de Rugy, a member of the Ecologist Party, in the 2017 presidential primaries. She also proposed a program to create private shelters for refugees in France, with government funding provided to non-profit organizations.

Personal Life

Cosse married fellow politician Denis Baupin in 2015. The ceremony was officiated by Anne Hidalgo, Mayor of Paris.
