Early Life and Education
Yevgeny Grigoryevich Kartashov was born on January 1, 1942, in Shcheglovsky mine, Makiivka district, Stalin Oblast. In the same year, his family moved to the village of Tersyanka in Zaporozhye Oblast.
Kartashov graduated from the Zaporizhia Hydro-Technical Institute (1955-59). He then served in the Soviet Union's missile forces from 1961 to 1963. After his military service, he enrolled in the Zaporizhia Machine-Building Institute, where he graduated with honors in 1969, specializing in engineering and mechanics.
Political Career
Kartashov began his political career in 1969 as an instructor in the propaganda and cultural work department of the Zaporizhia Regional Committee of the Lenin Komsomol of Ukraine (LKSMU). He rose through the ranks, serving as Deputy Head and Head of the Department from 1972 to 1980.
In 1983, he became a consultant and methodologist for the House of Political Education and an instructor in the organizational and party work department of the Zaporizhia Regional Committee of the Communist Party of Ukraine (CPU). He was promoted to Head of the Department for Mass Political Work in 1984 and First Secretary of the Ordzhonikidze District Committee of the CPU in 1985.
From 1987 to 1990, Kartashov held leadership positions in the CPU's ideological department, including Head of the Propaganda and Agitation Department. In 1990, he was appointed Head of the Executive Committee of the Zaporizhia Regional Council of People's Deputies for Humanities.
Ambassador and Governor
In 1999, Kartashov served as Governor of the Zaporizhia Oblast State Administration for a brief period. He was later appointed Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Kazakhstan (2000-2001).
In 2001, Kartashov was reappointed as Governor of the Zaporizhia Oblast State Administration. He served in this role until 2003.
Mayor of Zaporizhia
In 2003, Kartashov was elected Mayor of Zaporizhia. He was re-elected in 2006. During his tenure, he oversaw the renovation of the city's central avenue, the expansion of Kosmicheskoye Highway, and other infrastructure projects.
Parliamentary Career
Kartashov was elected to the Verkhovna Rada of Ukraine (Parliament) in 2012 as a member of the Party of Regions. He held the position of Chairman of the Subcommittee on Local Self-Government and was a member of several interparliamentary groups. He left the faction in 2014 but later rejoined.
Academic Achievements and Honors
Kartashov holds a Candidate of Philosophical Sciences degree and is a full member of the Transport Academy of Ukraine. He has received honorary titles and awards, including the Order of Merit in all three degrees and the title of Honorary Citizen of Zaporizhia.
