Early Life and Career

Evgeny Ivanovich Koluskinsky was a Soviet party and state official who served as the First Secretary of the Omsk Oblast Committee of the Communist Party of the Soviet Union (CPSU). Born in 1905, Koluskinsky received secondary education before becoming a member of the CPSU in 1927. From 1931 to 1938, he worked as the director of a state farm.

Political Offices

In 1938, Koluskinsky transitioned to party and government work. He held the position of Second Secretary of the Saratov Oblast Committee of the CPSU from 1940 to 1942. Subsequently, he served as First Deputy Chairman of the Council of People's Commissars of the Chechen-Ingush Autonomous Soviet Socialist Republic from 1942 to 1943.

Chairman of Krasnoyarsk and First Secretary of Omsk

From 1943 to 1955, Koluskinsky presided over the executive committee of the Krasnoyarsk Krai Soviet. In 1955, he was appointed First Secretary of the Omsk Oblast Committee of the CPSU. During his tenure in Omsk, he faced criticism for his agricultural policies, which led to the reversal of a street name that had been dedicated in his honor.

Central Committee Member and Later Years

Koluskinsky served as a member of the Central Committee of the CPSU from 1956 to 1961. He was also elected as a deputy to the Supreme Soviet of the USSR for several terms. After retiring in 1961, Koluskinsky passed away and was laid to rest in the Old-Northern Cemetery in Omsk.
