Hilal Mammadov: Talysh Politician and Public Figure
Early Life and EducationHilal Mammadov was born into a Talysh family and graduated from the Faculty of History at Baku State University. He holds a Ph.D. in Philosophy and worked as an associate professor at BSU from 1981 to 1995.
Talysh National Movement
In 1993, Mammadov became one of the leaders of the Talysh separatist uprising, serving as Chairman of the National Mejlis of the self-proclaimed Talysh-Mugan Autonomous Republic from August 7th to 23rd. He authored the Constitutional Act of the autonomous republic and edited the Talysh newspaper "Tolyshi Sedo" from 1993 to 1995.
Exile and Return
Following the suppression of the uprising, Mammadov went into exile, publishing the newspaper "Tolysh" in St. Petersburg from 2002 to 2005. In 2005, he returned to Azerbaijan under amnesty and began publishing the newspaper "Shavnisht."
Legal Challenges and Activism
In 2007, Mammadov was charged with inciting interethnic hatred for publishing a statement protesting the renaming of a Talysh village. He also met with journalist Yana Amelyna, leading to her expulsion from Azerbaijan.
Mammadov continued his activism, authoring numerous books on Talysh language, culture, and politics. He advocates for the rights of all non-Turkic peoples in Azerbaijan, calling for unity and autonomy within a democratized state.
Return to Azerbaijan
Upon returning to Azerbaijan, Mammadov declared his loyalty to the government and criticized the nationalist opposition. He proposed dividing the country into autonomous regions, including Talysh, and granting language autonomy to minorities.
