Gennady Simin was born in 1973 in Moscow, Russia. He graduated from the Moscow Institute of Transport Engineers in 1995 and then worked as a manager and commercial director for various undisclosed companies. Simin continued his education and obtained a master's degree from the Institute of Business and Administration at the Academy of National Economy of the Russian Government in 2000. He also received a similar diploma from the head academy.

Unofficially, it is reported that Simin worked as the deputy director of the Moscow Hippodrome, which was allegedly connected to the criminal world.
