Biography of Prime Minister Gervais Ndirakobuca
Early Life and RebellionBorn in 1970 in Bujumbura Rural Province, Gervais Ndirakobuca became a rebel commander during the Burundian Civil War that lasted until 2005. Known by the sobriquet "Ndahakurika" ("I will kill you" in Kirundi), he gained notoriety for his ruthless tactics.
Post-War Career in Policing
Following the end of the civil war, Ndirakobuca joined the Burundian National Police, rising to the rank of Commissioner (Lieutenant General). He was instrumental in the brutal suppression of 2015 civilian protests against President Pierre Nkurunziza's bid for a third term.
Sanctions and Human Rights Allegations
Ndirakobuca's actions during the protests drew widespread condemnation and sanctions from the United States, the United Kingdom, France, Switzerland, and the European Union. He was accused of "violence, repression, and human rights violations against protestors... on 26, 27, and 28 April in the Nyakabiga and Musaga districts of Bujumbura." An estimated 1,700 people were killed in the crackdown. The International Criminal Court launched an investigation into government officials responsible, including Ndirakobuca.
Political Rise and Ministerial Appointments
Despite the sanctions, President Évariste Ndayishimiye appointed Ndirakobuca as Minister of Interior in June 2020. This made him the most heavily sanctioned member of Burundi's national cabinet. He held a powerful portfolio of three key ministries—Interior, Public Security, and Public Development—before Ndayishimiye merged them into a single ministry under Ndirakobuca's leadership.
Prime Ministership
On September 7, 2022, Ndirakobuca was appointed Prime Minister of Burundi, replacing Alain-Guillaume Bunyoni. His appointment came after Ndayishimiye claimed that a coup attempt was being planned against his government. The parliament unanimously approved Ndirakobuca's nomination.
