Early Life and Career

Josephine Miceli Calleja was born in Malta and obtained a law degree specializing in European law. In 1994, she became a municipal councilor in Gzira, Malta, and in 1996, she became the president of the Association of Local Government Authorities in Malta.

International Career

Josephine Miceli Calleja's political career on the international level began in 1996 when she led the Maltese delegation to the Congress of Local and Regional Authorities of the Council of Europe. From 2000 onward, she also participated in the Commonwealth Forum of Territorial Collectives.

Leadership in European Organizations

In 2004, Miceli Calleja was elected vice president of the Congress of Local and Regional Authorities of the Council of Europe. She also served as vice president of the Committee of the Regions of the European Union and as a member of the Council for Democratic Elections of the Council of Europe's Venice Commission.

Presidency of the Congress of Local and Regional Authorities

In May 2006, Josephine Miceli Calleja became the President of the Congress of Local and Regional Authorities of the Council of Europe. She was reelected in 2008, serving in this role until October 2010.
