Early Life and Education
Igor Baluta was born in 1960 in Kharkiv, Ukraine. In 1993, he graduated from Kharkiv Medical Institute with a degree in pediatrics. He later earned a degree in state management from Kharkiv Regional Institute of State Management in 2009.
Early Career
Baluta began his professional career as an intern and later as a pediatric infectious disease specialist at Kharkiv Regional Children's Infectious Clinical Hospital from September 1993 to December 1998. In 1999, he became a junior researcher at Kharkiv Research Institute of Microbiology and Immunology named after Mechnikov. However, he transitioned into business in 2002, holding various positions, including director of CP "Fast" and director of sales and marketing at JSC "Kharkivderev."
Political Career
Baluta's political journey began with his involvement in the Orange Revolution, where he participated in protests on Maidan Nezalezhnosti in Kyiv. He was a close associate of Arsen Avakov during his tenure as governor of Kharkiv Oblast from 2005 to 2010. On October 31, 2010, Baluta was elected as a deputy to the Kharkiv Regional Council VI convocation.
In the 2012 Verkhovna Rada elections, Baluta ran as a candidate for the People's Deputy of Ukraine from the 168th electoral district (Dzerzhinsky district of Kharkiv) on the Batkivshchyna ticket.
Head of Kharkiv Oblast State Administration
On March 2, 2014, by decree of the acting President of Ukraine Oleksandr Turchynov, Baluta was appointed head of the Kharkiv Oblast State Administration.
During this time, Kharkiv, along with Donetsk and Luhansk, became a major battleground in the pro-Russian protests in the southeastern part of Ukraine. Protesters demanded secession from Ukraine, leading to four assaults on the regional administration building, where they hoisted the Russian flag and proclaimed the Kharkiv People's Republic.
On April 7, the building was recaptured from pro-Russian activists by the Ukrainian Interior Ministry's special forces unit "Yaguar" from Vinnytsia. Over 70 protesters were detained, and their numbers subsequently declined.
Baluta also explored the possibility of having the city of Sviatohirsk in Donetsk Oblast join Kharkiv Oblast due to the armed conflict. However, he later clarified that the administration was only providing consultation and practical assistance to the city.
Controversies
During his tenure as head of the Kharkiv Oblast State Administration, Baluta faced controversies surrounding the demolition of the Lenin monument in central Kharkiv. He issued an order that allowed the dismantling of the monument, which was a state-protected cultural heritage site. The demolition sparked a criminal investigation, which was later closed.
Post-Political Career
After leaving office in 2015, Baluta remained politically active, running for mayor of Kharkiv as a candidate from the Volunteer Party of Ukraine in 2015. He has also been involved in the establishment of the Charitable Foundation for Social Development of Kharkiv Oblast.
Personal Life
Igor Baluta is married to Inna Baluta (née Chuyko), who was appointed an advisor to the head of Kharkiv Oblast State Administration in 2015. He enjoys literature, particularly the works of Stefan Zweig, Friedrich Nietzsche, and Nikolai Gogol. He is also fond of historical documentaries and classic Soviet films.
