Biography of Vladimir Gorbulin
Vladimir Gorbulin is a Ukrainian politician, born on January 17, 1939, in Zaporizhia, Ukraine. He is a Doctor of Technical Sciences, Professor, and Academician of the National Academy of Sciences of Ukraine.
Early Life and Education
Gorbulin completed his studies at the Physics and Technology Faculty of Dnipropetrovsk University in 1962, specializing in "Aircraft". From 1962 to 1977, he worked at the Southern Design Bureau in Dnipropetrovsk, where he actively participated in the development of strategic missile systems and spacecraft of the "Cosmos" series.
Political Career
From 1977 to 1990, Gorbulin worked in the apparatus of the Central Committee of the Communist Party of Ukraine, becoming the head of the rocket and aviation technology sector in 1980. He played a significant role in organizing and coordinating the development of rocket, space, and aviation technology programs in Ukraine. In 1990, he became the head of the defense complex, communication, and engineering department of the Cabinet of Ministers of Ukraine.
In 1992, Gorbulin became the General Director of the National Space Agency of Ukraine, leading the development and implementation of the country's first National Space Program. He is a member of the International Academy of Astronautics.
From August 1994 to October 1994, Gorbulin served as the Secretary of the National Security and Defense Council under the President of Ukraine. From August 1996 to November 1999, he held the position of Secretary of the National Security and Defense Council of Ukraine.
In November 1999, Gorbulin became an advisor to the President of Ukraine. From July 2000 to December 2002, he served as the Head of the State Commission for Defense Industry of Ukraine, leading the development of the State Program for the development of weapons and military equipment.
From December 2002, Gorbulin worked as an advisor to the President of Ukraine on national security issues. In January 2003, he established the National Center for Euro-Atlantic Integration of Ukraine and became its leader. From March 2003 to January 2005, he served as the Deputy Chairman of the State Commission for the Reform and Development of the Armed Forces of Ukraine.
Gorbulin also organized and directed the Institute of National Security and Defense Problems of Ukraine on a non-governmental basis from December 2003.
Contributions and Achievements
Gorbulin has made significant contributions to the field of system analysis and the theory of complex technical system design. His research has focused on ensuring national security in the architecture of collective security and defense. He played a crucial role in defining the scientific and methodological foundations of Ukraine's national security system and establishing the legal basis for its defense component.
Throughout his career, Gorbulin has received several awards and honors, including the State Prize of Ukraine in the field of science and technology (2002), the State Prize of the USSR in the field of science and technology (1990), and the M.K. Yangel Award from the National Academy of Sciences of Ukraine (1988). He has been decorated with the Orders of the Red Banner of Labor (1976, 1982), the Order of Prince Yaroslav the Wise, 5th degree (1997), and 4th degree (2004), as well as various medals and honors from foreign countries. He is also recognized as a Merited Mechanical Engineer of Ukraine (1994) and has received the Honorary Diploma of the Verkhovna Rada of Ukraine (2004).
