Early Life and Education

Ilma Čepāne, née Briņķe, graduated from the University of Latvia with a degree in law.

Political Career

Čepāne became a member of the political party "New Era" and later joined the "Citizen's Union." These parties eventually merged to form the "Unity" party. She served as a member of the Latvian parliament (Saeima) on several occasions.

Academic Achievements

Čepāne earned a doctorate in law from Moscow State University. She is the author of over 60 scholarly publications. She is a professor at the University of Latvia.

Constitutional Court Judge

From 1996 to 2006, Čepāne served as a judge on the Latvian Constitutional Court. She played a pivotal role in successfully passing the Preamble to the Constitution, which established Latvia as the state of the Latvian people.

Recognition and Honors

Čepāne has been awarded the Order of the Three Stars, 3rd Class.
