Early Life and Career

Isgandar Hamidov was born on April 10, 1948, in Baglytepe village, Kalbajar district. He moved to Baku in 1965 and earned a law degree. In the 1980s, he became head of the Department for Combating Theft within the Sabunchu Internal Affairs Directorate in Baku.

Political Involvement

In 1990, Hamidov was elected to parliament and became a member of the Azerbaijan Popular Front in 1991. He served as Minister of Internal Affairs from May 1992 to April 1993.

Conflict with Nakhchivan and Arrest

In October 1992, Hamidov attempted to appoint Siyavush Mustafayev as Minister of Internal Affairs for the Nakhchivan Autonomous Republic. When the Parliament refused to approve his appointment, Hamidov threatened to dissolve it and "knock out Aliyev's brains."

In March 1995, armed clashes erupted between the OMON and government forces. Hamidov was arrested on March 17, and his party, "Boz Gurd," was banned on March 31. Hamidov was charged with embezzlement, facilitating the escape of 701 criminals, and abuse of power.

Trial and Imprisonment

Hamidov was convicted on September 15, 1995, and sentenced to 14 years in prison for embezzlement and abuse of power. He was initially held in a detention center but was later transferred to Special Colony No. 9. In 1997, he was sent to Gobustan Prison for violating prison regulations. He was returned to Colony No. 9 in 2000 but was again sent to Gobustan in 2001.

Release and Later Life

International organizations recognized Hamidov as a political prisoner. He was released in 2003 after nine years in prison. He performed the Hajj to Mecca and resigned as chairman of the National Democratic Party in 2008.
