Early Life and Military Service

Ivan Alekseevich Stupishin was born into a noble family and entered military service as a corporal in the Voronezh Infantry Regiment. Subsequently, he served in the Fuzelier (Rifle) Musketeer and Kexholm Regiments.

The Seven Years' War and Promotion

During the Seven Years' War, Stupishin participated in military campaigns and was wounded in the hand. His bravery and leadership earned him promotions to the rank of colonel in 1771 and brigadier in 1776.

General and Governor of Penza

In 1779, Stupishin was appointed major general. He became the first governor of the newly established Penza Viceroyalty in 1780 and served in this capacity until 1796.

Notable Achievements as Governor

Under Stupishin's governorship, the "Description of... Provincial and District Towns (with their Districts)" was compiled, city coats of arms and urban development plans were approved, and the Penza City Duma was formed.

Honors and Legacy

Stupishin was awarded the Order of Saint Vladimir, Second Degree. He owned an estate in the village of Lyubyatino, where he was buried. The Stupishin family library housed books in Russian and French. The family also possessed 308 serfs in the Zasursky District.
