Life and Education
Johann Heinrich von Carmer, a prominent Prussian statesman, was born in 1720. He pursued his legal studies at the universities of Halle and Jena, laying the foundation for his future career.
Minister of Silesia
In 1768, Carmer was appointed Minister for the Affairs of Silesia. During his tenure, he implemented significant reforms to improve the province's administration and economy. Notable among these was the establishment of an agricultural credit system in 1770, which provided financial assistance to the war-ravaged nobility and fostered economic recovery.
Great Chancellor and Legal Reformer
In 1779, King Frederick the Great appointed Carmer as Great Chancellor and Chef de Justice. He entrusted him with the task of overhauling the Prussian judicial system. Carmer revised the draft Corpus juris Fridericianum, a legal code compiled by von Cocceji, to align it with contemporary needs. In 1781, he published a new code of civil procedure and drafted the comprehensive "Allgemeines Landrecht," a foundational code of law.
Enlightened Absolutism and Decline
Carmer's influence diminished with the accession of Frederick William II in 1786, as the era of enlightened absolutism waned. He remained in government service for some time but eventually resigned in 1798 with the title of Count.
