Early Life and Education

Hermann von Jolly, a German jurist and politician, was born in Mannheim in 1836. His father, Ludwig Jolly, was the mayor of the city, and his brother, Philipp von Jolly, was a renowned physicist. Jolly studied law at the universities of Bonn, Berlin, and Leipzig.

Academic Career

In 1847, Jolly became a privatdozent (lecturer) at the University of Heidelberg. Ten years later, in 1857, he was appointed professor of law at the same institution.

Political Career

Jolly's political career began in 1861 when he was elected to the government of the Grand Duchy of Baden. In 1865, he resigned from the ministry due to the government's support for the Union of Central German States.

However, after Prussia's victory over Austria in 1866, Jolly returned to politics as Minister of the Interior. In 1868, he became Minister-President and served in that capacity until 1876.

During his tenure as Minister-President, Jolly played a key role in the unification of Germany. He supported the alliance with the North German Confederation and the establishment of the German Empire.

Later Life

After leaving the ministry in 1876, Jolly was appointed President of the State Audit Chamber. He remained in this position until his death in 1894.

Jolly's legacy is marked by his contributions to the unification of Germany and his efforts to modernize Baden's internal administration in accordance with liberal principles.
