Early Life and Education
Viktor Mykhailovych Kulikov was born into a peasant family in Ukraine. After graduating from a pedagogical school, he taught drawing before pursuing higher education. In 1965, he completed his law degree from the Taras Shevchenko National University of Kyiv.
Academic and Legal Career
In 1967, Kulikov became a senior lecturer at the law faculty of Taras Shevchenko National University of Kyiv. In 1969, he defended his candidate's dissertation on local government authorities in Ukraine. In 1985, he earned his doctorate in law with a dissertation on state governance in the Soviet Union. He was promoted to professor in 1987.
Constitutional Authority
Kulikov played a pivotal role in the drafting of the Ukrainian Constitution. He headed a working group within the commission responsible for the constitution's development. He also served as a legal expert for the Union Treaty and a member of the State Duma's legal policy committee. Additionally, he was the principal drafter of the Declaration of State Sovereignty of Ukraine.
Chairman of the Constitutional Court
In June 1992, Kulikov was appointed Chairman of the Constitutional Court of Ukraine, a position he held until 1995. During his tenure, he was responsible for interpreting and enforcing the Ukrainian Constitution.
Legacy and Recognition
Viktor Kulikov passed away in 1997 and was buried with state honors at the Baikovo Cemetery in Kyiv. He is remembered as an influential jurist and statesman who played a key role in shaping Ukraine's legal and constitutional framework. His numerous scholarly works, including over 200 publications, continue to contribute to legal scholarship and practice.
