Juri Luik: Estonian Diplomat and Minister of Defense
Early Life and EducationJuri Luik was born in 1966 to a family of medical professionals in the Estonian Soviet Socialist Republic. He graduated from the University of Tartu in 1989 with a degree in journalism.
Early Career in Diplomacy
In 1991, Luik joined the Estonian Ministry of Foreign Affairs. He served in the Estonian embassy in London and was elected to the Estonian Parliament in 1992.
Ministerial Roles
From 1992 to 1994, Luik served as the Minister of Defense in the first government of Mart Laar. Subsequently, he became the Minister of Foreign Affairs from 1994 to 1995 and again from 1999 to 2002.
NATO and International Appointments
Luik represented Estonia as its Permanent Representative to NATO and the Benelux countries from 1996 to 1999. He also led the Estonian delegation in NATO's "Eastern Partnership" program from 2002 to 2003.
Ambassador to the United States and Russia
In 2003, Luik was appointed Extraordinary and Plenipotentiary Ambassador of Estonia to the United States. He simultaneously held the post of ambassador to Canada and Mexico until 2007. From 2013 to 2015, he served as a staff member at the Estonian Embassy in Russia.
Director of the International Centre for Defence and Security
In 2015, Luik became the Director of the International Centre for Defence and Security in Tallinn.
Minister of Defense Again
In 2017, Luik returned to government as the Minister of Defense, replacing Margus Tsahkna. He is widely regarded as a popular choice for the position, having consistently ranked highly in public opinion polls.
Notable Actions
During Luik's tenure as Minister of Defense, two Estonian Defense Forces officers (Denis Metspalu and Petar Volin) were arrested on suspicion of espionage and treason. In 2019, Luik opposed the restoration of Russia's voting rights in the Parliamentary Assembly of the Council of Europe (PACE).
