Childhood and Education

Born on May 12, 1949, in Novosibirsk, Kazakhstan, the future Interior Minister spent his early years in his hometown. Growing up, he developed a keen interest in law and order. Upon completing secondary education, he pursued his passion by enrolling in the prestigious Sverdlovsk Law Institute. After graduating with distinction, he embarked on a career in the field of law, dedicating himself to upholding justice.

Early Career

Kicking off his professional journey in 1966, he worked as a stropolik (rigger) at a bridge-building trust in Novosibirsk. His military service from 1969 to 1972 shaped his discipline and leadership qualities. Upon completing his military obligation, he joined the Novosibirsk City Prosecutor's Office, where he diligently served as an investigator and senior investigator from 1972 to 1975.

Rise Through the Ranks

In 1975, he relocated to Almaty, the vibrant capital of Kazakhstan, and assumed roles of increasing responsibility within the city's прокуратура. He held positions such as district prosecutor, senior investigator, and deputy district prosecutor. His dedication and exceptional performance earned him promotions to deputy chief of the Kalininsky, Alatau, and Lenin District Police Departments, where he served from 1979 to 1986.

Political Involvement

Beyond his law enforcement career, he also ventured into the political arena. From 1987 to 1990, he served as the заведующий отдела (department head) of the Almaty City Committee and the Almaty Regional Committee of the Communist Party of Kazakhstan. Concurrently, he held the position of deputy заведующий (deputy head) of the State and Law Department of the Central Committee of the Communist Party of Kazakhstan.

Transition to Independence

As Kazakhstan transitioned to independence in the early 1990s, he played a key role in shaping the nation's legal framework. He was appointed head of the State and Law Department of the Kazakh SSR President's Office from 1990 to 1991. Subsequently, he served as the First Deputy Minister of Internal Affairs of the Republic of Kazakhstan from October 1991 to October 1992.

Appointment as Interior Minister

His extensive experience and commitment to maintaining law and order led to his appointment as the Interior Minister of the Republic of Kazakhstan in October 1995. In this role, he also assumed the command of the nation's internal troops. Over the years, he has been instrumental in strengthening Kazakhstan's security apparatus, promoting international cooperation, and safeguarding the well-being of its citizens.
