Kara Halil Pasha: The First Grand Vizier of the Ottoman Empire
Early Life and BackgroundKara Halil was born into a family of scholars, known as the Ahi, in the village of Çendere. He received his education in Bilecik as recommended by Sheikh Edebali.
Rise to Power
After the conquest of İznik by Orhan Gazi, Halil was appointed as the kadi (judge) of the city. When Bursa became the new center of the state in 1348/49, Halil held the position of kadi there.
Upon the death of Orhan, Halil played a pivotal role in ensuring a smooth succession, summoning Murad from Rumelia and thwarting the claims of other sons. For his support, Halil was granted vast authority and appointed as the kadiasker (chief military judge).
Establishment of the Devşirme and Janissary Corps
Halil played a crucial role in establishing the devşirme system and the foundation of the Janissary Corps. He introduced a tax on war booty, which provided funding for the recruitment and training of elite troops.
Career as Grand Vizier
Kara Halil Pasha became the first official grand vizier of the Ottoman state in September 1364. He served in this capacity for 23 years, the longest tenure in the office's history. As grand vizier, Halil also led military campaigns in Western Thrace, conquering several cities and expanding Ottoman territories.
Legacy
Kara Halil Pasha's tenure as grand vizier was marked by significant reforms and achievements. He established a centralized administrative system, streamlined financial management, and bolstered the military strength of the empire.
Halil died in 1387 while returning from a campaign in Albania. He was succeeded by his son, Çandarlı Ali Pasha, who continued his father's policies and consolidated the Ottoman Empire's power.
Family and Descendants
Halil had three sons: Ali, İlyas, and İbrahim. Ali and İbrahim both served as grand viziers, as did İbrahim's son and grandson. İlyas settled in Gallipoli, where he established a waqf and founded a hamam and zaviye. His descendants formed the Serez branch of the family.
