KATHLEEN HICKS
EducationKathleen Hicks received a Bachelor of Arts in history and politics from Mount Holyoke College in 1991, graduating with honors and Phi Beta Kappa distinction. In 1993, she earned a Master of Public Administration in national security affairs from the University of Maryland, College Park. Hicks completed her Doctor of Philosophy in political science from the Massachusetts Institute of Technology in 2010. Her dissertation, titled "Agents of Change: Who and Why Leads U.S. National Security Policy Implementation," was supervised by Charles Stewart III.
Career
Government Service (1993-2006)From 1993 to 2006, Hicks served as a civil servant in the Office of the Secretary of Defense, rising from presidential management intern to senior executive service member.
Analyst and Advisor (2006-2009)
Between 2006 and 2009, she was a senior associate with the Center for Strategic and International Studies (CSIS), leading research projects in national security.
Obama Administration (2009-2017)
In 2009, President Obama appointed Hicks as Deputy Assistant Secretary of Defense for Strategy, Plans, and Forces. In 2012, she was promoted to Principal Deputy Undersecretary of Defense for Policy under Obama.
Advisory Roles (2017-2020)
Post-Obama, Hicks became a Commissioner on the National Commission on the Future of the Army and served on the boards of the Council on Foreign Relations, the Truman National Security Project, and SoldierStrong.
Center for Strategic and International Studies (2017-2020)
She returned to CSIS as Senior Vice President, Henry A. Kissinger Chair, and Director of the International Security Program. Concurrently, she was a Donald Marron Fellow at the Paul H. Nitze School of Advanced International Studies.
Deputy Secretary of Defense (2021-Present)
Nomination and ConfirmationIn December 2020, President-elect Joe Biden announced Hicks as his nominee for Deputy Secretary of Defense. After appearing before the Senate Armed Services Committee on February 2, 2021, Hicks was confirmed by a full Senate vote on February 8, 2021. She was sworn into office on February 9, 2021.
Modernizing the Nuclear Triad
As Deputy Secretary of Defense, Hicks is responsible for overseeing the modernization of the country's nuclear triad.
