Early Life and Military Career
Konstantin Afanasyevich was born on February 16, 1926, in Staraya Russa, Novgorod Oblast. In 1949, he graduated from the M.V. Frunze Higher Naval School. During World War II, he fought as part of the Baltic Fleet. In 1954-1956, he led a division of torpedo boats in the Northern Fleet.
Naval Education and Leadership
In 1957, Konstantin graduated from the K.E. Voroshilov Naval Academy. He became a lecturer and later deputy head of the M.V. Frunze Higher Naval School. From 1974 to 1989, he served as deputy head of the Chief Administration of Naval Educational Establishments, significantly contributing to officer training in the Navy.
Retirement and Municipal Service
In 1989, Konstantin retired from the Navy and served as the head of the Palace District Municipal Formation from 1998 to 2007. He actively engaged in fostering military patriotism among youth in Saint Petersburg and the Leningrad Oblast.
