Biography of Leonid Grach
Leonid Ivanovich Grach was born on January 1, 1948, in the village of Brodetskoye in the Komsomolsky district of the Vinnytsia region. He graduated from the Law Faculty of the Kuban State University and the Higher Party School at the Central Committee of the Communist Party of Ukraine. He also obtained a degree in Political Science and a Doctorate in Historical Sciences.
Early Career
Grach began his career as a carpenter in 1966 and served in the army in Sevastopol from 1967 to 1969. After completing his military service, he worked as a secretary of the Komsomol committee in Dnipropetrovsk and then as an ideological instructor at the Kerch City Committee of the Komsomol. He later became the chairman of the trade union committee of the "Kerchrybprom" association.
Political Career
In 1980, Grach joined the Communist Party of Ukraine and held various positions within the party, including the secretary of the Crimean Regional Committee. From 1992, he served as the chairman of the Union of Communists of Crimea and became the first secretary of the Crimean Republican Committee of the Communist Party of Ukraine.
Grach was elected as a deputy of the Autonomous Republic of Crimea and participated in the development and adoption of the Constitution of the Autonomous Republic of Crimea. He also became a member of the Verkhovna Rada of Ukraine and was considered one of the most respected and influential members of the Communist Party of Ukraine.
Controversial Election Scandal
During the campaign for the elections of the Supreme Council of the Autonomous Republic of Crimea in March 2002, Grach became involved in a highly publicized electoral scandal. He was initially denied registration as a candidate due to an alleged improper declaration of assets. Despite this setback, Grach was eventually included in the electoral lists and received enough votes to secure his position. However, his complaint against the Crimean Electoral Commission and the Appellate Court of Crimea was later taken up by the Supreme Court of Ukraine.
Later Career
Grach continued his political career and was elected as the chairman of the Verkhovna Rada of the Autonomous Republic of Crimea in May 1998. He also served as a member of the state commission for administrative reforms in Ukraine. Additionally, he was listed as the 11th candidate on the Communist Party of Ukraine's list for the multi-mandate constituency in the parliamentary elections.
Despite his controversies, Leonid Grach remained an influential figure within the Communist Party of Ukraine and was considered a potential candidate for the position of the First Secretary of the Central Committee of the Communist Party of Ukraine.
