Early Life and Education
Leonid Stavitsky was born on July 8, 1958, in Moscow, to a military family. He received his higher education from the Moscow Civil Engineering Institute in 1982, specializing in Industrial and Civil Construction.
Professional Career
After graduating, Stavitsky held various positions in the construction industry. From 1982-1985, he worked as a foreman at UINR VSU 69683, where he participated in the construction of the General Staff Headquarters of the USSR. From 1985-1989, he served as the head of Moshgorglavnab. Subsequently, he worked as an engineer at the Burobinстрой trust from 1989-1997, rising to the position of chief engineer.
Political Appointments
In 1997, Stavitsky became Deputy Head of the Real Estate Management Department at the United Export-Import Bank. From 1998-2000, he led the Robin Engineering Firm. In 2000, he was appointed First Deputy Minister of Construction of the Moscow region by Governor Boris Gromov, overseeing the increase in housing construction and managing major regional projects.
From 2002-2013, Stavitsky served as the Head of Zvenigorod, a city in the Moscow region. He was elected mayor three times, with landslide victories in 2003 (60%), 2007 (over 80%), and 2011 (endorsed by United Russia).
Mayor of Zvenigorod (2003-2013)
During his tenure as mayor, Stavitsky significantly increased investment in the city's economy, expanded the housing stock by 400,000 square meters, and renovated several schools. He also oversaw the construction of numerous sports, cultural, and social facilities, including the Zvezda Sports Palace, the Kusnechik Gymnastics Complex, and the Judo Academy.
Deputy Minister of Construction and Housing (2013-Present)
In December 2013, Stavitsky became First Deputy Minister of Construction and Housing of the Russian Federation. His responsibilities include coordinating departmental activities, overseeing federally funded construction projects, leading the Interdepartmental Commission for the Vostochny Cosmodrome, and managing housing construction following natural disasters.
Honors and Awards
Stavitsky is a Meritorious Builder of the Russian Federation and an Honorary Builder of Russia. He has received over 50 awards, including:

- 3 awards from the Russian Orthodox Church- The Honorary Badge of the State Committee of the Russian Federation for Sports
