Early Life and EducationLev G. Saakyan was born on July 26, 1937, in Yerevan, Armenia. He pursued a mechanical engineering degree at the Yerevan Polytechnic Institute (1960) and later earned a diploma from the Academy of Social Sciences under the Central Committee of the Communist Party of the Soviet Union (1977).
Early Career: Engineering and Party Leadership
Saakyan began his career as an engineer and department head at the Ararat Electrical Machinery Plant (1960-1966). His involvement in the Communist Party began with an instructorship in the Central Committee for the Armenian Communist Party (1966), followed by appointments as Head of the Industry and Transportation Department for the Yerevan City Committee (1966-1969).
High-Ranking Positions in the Armenian Republic (1969-1990)
Saakyan held several prominent positions within the Armenian Republic. He served as First Secretary of the Central Committee of the Komsomol of Armenia (1969-1972), Second Secretary of the Yerevan City Committee (1972-1974), Chairman of the Trade Union Council of Armenia (1974-1983), and First Secretary of the Yerevan City Committee (1983-1987). From 1987 to 1990, he held the role of First Deputy Chairman of the Council of Ministers of the Armenian Republic.
Contributions to Armenia's Industrial Development
Saakyan's tenure in leadership positions coincided with the expansion of low-energy and low-metal industries in Armenia. He played a crucial role in developing sectors such as precision engineering, machine building, electronics, computer science, and instrument manufacturing.
Under Saakyan's guidance, Armenia witnessed significant infrastructure advancements. Over 500,000 square meters of housing were constructed annually in Yerevan. Critical projects were completed, including the Armenian Nuclear Power Plant, the first phase of the Yerevan Metro, and extensive transportation and fuel infrastructure.
Leadership in Tourism and Sports
Saakyan's leadership extended beyond industrial development. In his role at the Trade Union Council, he oversaw the expansion of Armenia's sanatorium and tourism infrastructure. The famous mineral water resort town of Jermuk received significant upgrades, alongside other popular destinations like Arzni, Dilijan, and Anvakan.
Saakyan also fostered the thriving sports culture in Armenia. The renowned football club "Ararat" achieved great success during his tenure, winning the Soviet Union championship and cup.
Diplomatic Career in Afghanistan (1990-1993)
In October 1990, Saakyan took up a diplomatic role in Afghanistan. Serving as an Advisor-Envoy, he earned the diplomatic rank of Ambassador Extraordinary and Plenipotentiary. His knowledge and expertise contributed to strengthening political and foreign economic ties between Russia and Afghanistan.
Post-Diplomatic Engagements
Upon leaving diplomacy in 1993, Saakyan served as Vice President of the company "Sovyuginstroy." He played a pivotal role in the construction of public and residential buildings in Moscow and internationally.
Presidency of the Interregional Information and Commercial Center
Currently, Saakyan is the President of the Interregional Information and Commercial Center. The center facilitates economic and scientific-technical cooperation, supporting investment attraction and providing assistance to businesses.
Honors and Achievements
Saakyan has received numerous awards for his service, including the Order of the October Revolution, the Order of the Red Banner of Labor, the Order of Friendship of Peoples, and medals of the USSR. He is also the author of various publications and a book on evaluating the effectiveness of enterprise reconstruction.
