Early Life and Education

Mahmud Aliyev, a prominent Soviet Azerbaijani diplomat, was born on February 22, 1908, in Shemakha. He completed high school in Baku in 1926 and graduated from the medical faculty of the Azerbaijan Medical University in 1931.

Career in Healthcare and Education

From 1931 to 1936, Aliyev served as the head of polyclinics in the Kelbajar and Jabrayil districts, and as the chief physician of the district hospital. From 1937 to 1943, he held the positions of head of the Medical Education Department of the People's Commissariat of Health, director of the Azerbaijan State Medical Institute, and head of the Science and Preschool Department of the Communist Party of Azerbaijan Central Committee.

Diplomatic Career

Aliyev's diplomatic career began on November 22, 1943, when he was appointed Deputy Commissar for Foreign Affairs of the USSR. He served in this role until September 3, 1944. From 1944 to 1958, he served as the Minister (People's Commissar until 1946) of Foreign Affairs of the Azerbaijan SSR.

Later Years and Legacy

From 1950 to 1953, Aliyev served as the rector of the Institute for the Qualification of Azerbaijani Physicians. He was a deputy to the Supreme Soviet of the USSR and the Supreme Soviet of the Azerbaijan SSR. Aliyev is buried in the Alley of Honor in Baku.

Awards and Honors

Aliyev received the title of Honored Doctor of the Azerbaijan SSR (1943) and the Order of the Red Banner of Labour.
