Miguel Ángel Moratinos
Early Life and EducationMiguel Ángel Moratinos was born in Madrid, Spain, on June 8, 1951. He studied law and political science before becoming a career diplomat in 1977.
Diplomatic Career
Moratinos served in embassies in Yugoslavia and Morocco. He played a key role in organizing the Madrid Peace Conference, where Israelis and Palestinians first sat at the negotiating table. In 1996, he was appointed Ambassador to Israel.
Special Representative to the Middle East
After serving as Ambassador to Israel for just four months, Moratinos was named the European Union's Special Representative to the Middle East. In this role, which he held for almost seven years, he proposed the creation of the Partners for Peace initiative and advocated for the Roadmap Plan, which aimed to establish a Palestinian state by 2005.
Minister of Foreign Affairs
In 1996, Moratinos was appointed Minister of Foreign Affairs of Spain. Despite strained relations with the United States following the withdrawal of Spanish troops from Iraq, he made his first official visit to Washington, D.C. There, he emphasized the importance of preserving and strengthening ties with the United States.

Moratinos is married and has three children. He is fluent in French and English and can speak Russian and Serbo-Croatian.
