Early Life and Education
Born on October 2, 1902, in the village of Churilovo, Yaroslavl Governorate, Sergey Stepanovich Martynov hailed from a Russian peasant family. He joined the Communist Party of the Soviet Union (CPSU) in 1926 and pursued higher education, completing three years at the Leningrad Mechanical Engineering Institute (1931-1934) and the Eastern Institute. In 1938, he graduated from the Institute of Red Professorship.
Political Career
Martynov began his political career in 1929 as secretary of the CPSU cell at the 5th State Power Station. He subsequently served as secretary of the CPSU committee at the V.V. Volodar Plant in Leningrad (1929-1931).
Rise to Prominence
Martynov's political star rose after he became acting first secretary of the Kirov Oblast CPSU Committee in 1938. He held the position permanently from 1938 to 1940. From 1939 to 1952, he was a member of the CPSU's Central Revision Commission.
He continued his ascent by serving as first secretary of the Kuibyshev Oblast CPSU Committee (1940-1941), the Yaroslavl Oblast CPSU Committee (1942), and the Pсков Oblast CPSU Committee (1951-1961).
Central Party Roles
From 1942 to 1946, Martynov served as a responsible organizer in the Cadre Department of the CPSU Central Committee (CC). Subsequently, he held the position of inspector in the same department (1946-1947) and then as an inspector in the CC (1947-1951).
Leadership of Pсков Oblast
As first secretary of the Pсков Oblast CPSU Committee, Martynov oversaw the region's development and administration for a decade. During his tenure, he was also a candidate member of the CPSU Central Committee (1952-1961).
Later Years
Martynov retired in April 1961 and spent his later years in Chigirin. He passed away on August 26, 1984.
