Early Life and Education
Born in October 1894 in a peasant family in Arkhangelskie Borki, Voronezh Governorate, Dmitry Pavlovich Orlovsky's early life was marked by humble origins. He completed his education at the Zadonsk City School in 1909.
Initial Work Experience
After graduating, Orlovsky worked as a "boy" in a store from 1909 to 1910. He then held various clerical positions in stores across southern Russia, including Voronezh, Yelets, Rostov-on-Don, and Taganrog.
Industrial Labor and Revolutionary Activities
From 1912 to 1915, Orlovsky worked in industrial settings, including as a machinist, car builder, and stone cutter in the Donbass mines. In 1914, he was briefly arrested for his involvement in revolutionary activities.
Military and Political Service
In 1915, Orlovsky graduated from a military paramedic school and served as a senior paramedic in the Tsarist army during World War I. In 1917, he joined the Bolshevik Party (RSDLP(b)). After the October Revolution, Orlovsky became chairman of the Zadonsk District Executive Committee. He participated in suppressing the Left Socialist-Revolutionary uprising in Moscow in 1918.
Regional and Provincial Roles
From 1919 to 1922, Orlovsky held various positions within the Voronezh Governorate administration, including member of the provincial executive committee, chairman of the Ostrogozhsk District Revolutionary Committee, secretary, and deputy chairman of the provincial executive committee. In 1922, he became deputy chairman of the Don Oblast Executive Committee.
National Leadership
In 1924, Orlovsky became secretary of the Council of People's Commissars of the Russian Soviet Federative Socialist Republic (RSFSR). He held this position until 1928, when he was appointed chairman of the Yaroslavl Provincial Executive Committee. Subsequent appointments included chairman of the Yaroslavl District Executive Committee and deputy director of the Yaroslavl Rubber Plant.
Health System Administration
From 1931 to 1937, Orlovsky served as secretary of the Moscow Oblast Executive Committee and head of the Moscow Oblast Health Department. In 1937, he became People's Commissar of Health of the USSR. During his tenure, he was elected to the Central Executive Committee of the USSR (5th convocation) and the Supreme Soviet of the USSR (1st convocation).
Arrest and Rehabilitation
Orlovsky was arrested on July 16, 1938, and executed on February 25, 1939. He was posthumously rehabilitated on April 9, 1955.
