Early Life and Military CareerGeneral-Colonel Serhii Bochkivsky was born on October 28, 1960, in the village of Horodyshche in Belgorod Oblast. He attended the Kharkiv Guards Higher Tank School from 1978 to 1982. After graduating, he served in the Armed Forces and Civil Defense Troops until 1998, holding various positions including commander of a tank platoon, company, and battalion.
Peacekeeping and Disaster Management
From March 1994 to April 1995, Bochkivsky participated in a UN peacekeeping mission in the former Yugoslavia. In 1998, he became Head of the Civil Defense Department in the Luhansk region. From 2003 to 2005, he headed the Regional Directorate of the Ministry of Emergencies in Luhansk.
Academic and Administrative Roles
From 2005 to 2007, Bochkivsky served as Head of the Institute of State Administration for Civil Protection at the Ukrainian University of Civil Protection. In 2007, he became Director of the Education and Science Department at the Central Office of the Ministry of Emergencies.
Ministerial Positions
Bochkivsky held several high-ranking positions in the Ministry of Emergencies. From 2005 to 2010, he was Deputy Minister for Emergencies and Chernobyl Disaster Response. From 2010 to 2012, he was First Deputy Minister for Emergencies.
State Emergency Service and Luhansk Oblast
In 2012, Bochkivsky was appointed Chairman of the State Emergency Service (SES). In March 2014, he became the Chairman of the Luhansk Oblast State Administration. He held this position until May 2014.
Education
Bochkivsky holds a Candidate of Historical Sciences degree. He graduated from the Kharkiv Guards Higher Tank School in 1982, the Military Engineering Institute in 2001, and the Kharkiv Regional Institute of State Administration in 2003.
