Early Life and Education
Mkrtych Hakobi Minasayan was born on January 2, 1946, in the village of Arevik, Armenia. He attended the Yerevan Polytechnic Institute from 1966 to 1971, graduating as an electrical engineer.
Career in Industry
After graduating, Minasayan worked at the Yerevan Thermal Power Plant from 1964 to 1980. He held various positions, including master, senior engineer, and secretary of the party committee. From 1974 to 1980, he served as the liberated secretary of the party committee.
Political Career
In 1980, Minasayan joined the Communist Party of Armenia (CPA) and served as an instructor and head of the industrial sector in the Central Committee. From 1987 to 1988, he was the second secretary of the Ordzhonikidzevsky district committee in Yerevan, and from 1988 to 1991, he was the first secretary.
After Armenia's independence in 1991, Minasayan held various positions at the municipal level. He served as first deputy chairman of the Erebuni district executive committee (1991-1993) and chairman (1993-1996). In 1996, he became head of the Soviet territorial department of the Yerevan Municipality.
From 1996 to 2002, Minasayan served as the head of the Nor-Nork community of Yerevan. He was elected to the Parliament of Armenia in 2003 and served until 2007, where he was a member of the Standing Committee on Science, Education, Culture, and Youth. He is a member of the Republican Party of Armenia (RPA).
In May 2007, Minasayan was again elected to Parliament. He served as deputy chairman of the Committee on Social Affairs, Healthcare, and Environmental Protection.
