Biography of Nikolay Bulakin

Nikolay Genrikhovich Bulakin was born on December 17, 1952. He graduated from the Mechanics and Mathematics Faculty of Moscow State University named after M.V. Lomonosov. In 1976, Bulakin started working at the Moscow Scientific-Production Association "Energiya" as an engineer in the design bureau (according to other sources, he worked at this enterprise only from 1982 to 1984). In 1982, he completed his postgraduate studies at the Moscow Aviation Technological Institute (MATI), defended a dissertation in the field of "automated information processing and control systems," and received a candidate of technical sciences degree. Afterwards, Bulakin worked as an assistant at the Department of Higher and Applied Mathematics at the Polytechnic Institute of the city of Brezhnev. From 1984 to 1990, he worked as a senior lecturer and then as the head of the Department of Higher Mathematics at the Abakan Branch of the Krasnoyarsk Polytechnic Institute. In 1989, Bulakin became an associate professor and the head of the Department of Informatics and Computer Engineering at the Abakan State Pedagogical Institute (according to other sources, this department also belonged to the Abakan Branch of the Krasnoyarsk Polytechnic Institute).

Political Career

In 1990, Bulakin was elected as a deputy of the Khakassia Regional Council of People's Deputies, where he became a member of the Presidium. In June 1991, Khakassia was separated from the Krasnodar Krai and became an independent republic within Russia. After that, in February 1992, Bulakin became the first deputy chairman of the Supreme Council of the Republic of Khakassia and held this position until 1995. In 1993, Bulakin ran for the Federation Council of the Federal Assembly of the Russian Federation with the support of the "Vybor Rossii" bloc, but he lost the election. Starting from 1994, Bulakin was also mentioned as the leader of the local organization of the "Democratic Choice of Russia" party, led by Yegor Gaidar. In the spring of 1995, Bulakin was elected as the head of the administration of the city of Abakan on his second attempt (the results of the first election were declared invalid due to numerous violations). In April 1999, Bulakin was re-elected as the head of Abakan in the first round, winning a convincing victory. In the same year, he was considered one of the most likely candidates for the position of the head of the government of Khakassia.

In the early 2000s, Bulakin actively emphasized his affiliation with the democratic forces, which resulted in consistently high ratings for right-wing parties in Abakan. However, according to later statements from the mayor's administration, in 2001, he suspended his membership in the Union of Right Forces party, which included the "Democratic Choice of Russia" party. Nevertheless, representatives of the Union of Right Forces considered Bulakin a member of their party until 2008. In March 2004, Bulakin was re-elected for the third term as the mayor of Abakan, receiving 53.2 percent of the votes in the mayoral election. In December 2004, Bulakin and the local branch of the Union of Right Forces were listed among those involved in the campaign of a fictitious candidate for the position of the head of Khakassia, billionaire Ivan Vagin, who opposed the governor of Khakassia, Alexey Lebed. However, the mayor himself stated that he had no connection to Vagin's campaign. In the summer of 2007, after Bulakin stated that his success was based on "error-free work without 'United Russia'," he was harshly criticized by representatives of the "United Russia" party, who, in particular, "deprived Bulakin of his status as a party supporter." However, in the autumn of the same year, one of the leaders of the party, Sergei Shoigu, convinced Bulakin to join their ranks. The statement about the mayor's membership was considered by the Presidium of the General Council of "United Russia" without the participation of the Khakassia regional branch of the party. In March 2008, Bulakin, supported by "United Russia," was elected as the mayor of Abakan for the fourth term, receiving over 82 percent of the voters' votes. On June 10, 2008, Bulakin became a member of the Political Council of the Abakan branch of "United Russia" (some sources indicate that he was included in the composition of the Political Council of the Abakan mayor's office in May), and in July, he was unanimously elected as the secretary of the Abakan branch. In August 2008, Bulakin became the head of the Public Reception Office of Prime Minister Vladimir Putin (the reception formally opened in early September 2008). It was noted that Khakassia became the only region where the governor did not participate in the opening of the public reception of Putin, which experts explained by the long-standing poor relations between Bulakin and the head of Khakassia, Lebed.

Bulakin is married and has two daughters. In 2006, it was reported that Bulakin was awarded the Order of "Honour and Beneficence" for his contribution to philanthropy. In February 2008, Bulakin was awarded the "For the Development of the Russian Land" prize in the category "For the Unity of the Russian State" by the International Academy of Social Sciences, with the presentation of the Order of "Ivan Kalita." In July 2008, Bulakin was included in the Public Commission for Perpetuating the Names of Distinguished Figures of the 21st Century. On August 13, 2009, the government of Khakassia decided to award Bulakin the Order "For Merit to Khakassia."
