Nikolai Talizin: A Life in Soviet Government
Early Life and EducationNikolai Talizin was born into a working-class family and later graduated from the Moscow Electrotechnical Institute of Communications in 1955. He became a member of the Communist Party of the Soviet Union (CPSU) in 1960.
Career in the Ministry of Communications
From 1944 to 1950, Talizin worked as a lineman and technical designer. After graduating, he joined the Research Institute of Communications of the USSR Ministry of Communications. In 1965, he became Deputy Minister, followed by First Deputy Minister in 1970. From September 1975 to October 1980, he held the position of Minister of Communications of the USSR.
High-Ranking Political Positions
In October 1980, Talizin was appointed Deputy Chairman of the Council of Ministers of the USSR (CM USSR), concurrently serving as the USSR's Permanent Representative to the Council for Mutual Economic Assistance (CMEA). From October 1985 to October 1988, he became First Deputy Chairman of the CM USSR and Chairman of the State Planning Committee (Gosplan) of the USSR from October 1985 to February 1988.
Talizin served as Chairman of the CM USSR's Bureau for Social Development from February to October 1988 and as Deputy Chairman of the CM USSR again from October 1988 to July 1989. He also continued his role as Permanent Representative to the CMEA.
Retirement and Legacy
Talizin retired in 1989. He earned a Doctor of Economic Sciences degree in 1970 and a Professorship in 1976. He received the USSR State Prize in 1968 and 1974. Talizin was a Candidate Member of the CPSU Central Committee from 1976 to 1981 and a full Member from 1981 to 1990. He was a Candidate Member of the Politburo of the CPSU Central Committee from 1985 to 1989 and a Deputy of the Supreme Soviet of the USSR from 1979 to 1989.
Nikolai Talizin passed away and was laid to rest at the Novodevichy Cemetery in Moscow.
