Oleg Dubina's Biography

Oleg Viktorovich Dubina was born on March 20, 1959, in the village of Elizavetovka, Petrikivsky District, Dnipropetrovsk Oblast, Ukrainian SSR. He is the Chairman of the Board of Naftogaz of Ukraine, as well as the Chairman of the Board of the National Joint Stock Company Naftogaz of Ukraine. Throughout his career, he has held various prominent positions in the government and industrial sectors.

Early Life and Career

After completing school in 1976, Dubina started working as an apprentice and electrician at the Dniprovsky Metallurgical Plant in Dniprodzerzhynsk. In 1982, he graduated from the Dniprodzerzhynsk Industrial Institute with a degree in "Iron Metallurgy." He then returned to the plant and worked his way up from a 5th-grade agglomerator to a shift master and later a shift supervisor.

In 1985-1986, Dubina worked as a teacher at the Dniprodzerzhynsk Polytechnic Technical School. He then returned to the Dniprovsky Metallurgical Plant, where he worked as a master, senior master, and engineer until 1993.

Leadership Roles

From 1993 to 1996, Dubina served as the assistant director of the Dniprovsky branch of Demos, a joint Soviet-Swiss enterprise, and the deputy general director of Intermonage JSC in Dniprodzerzhynsk. In 1996, he returned to the Dniprovsky Metallurgical Plant as the head of the bureau, deputy head of the department, and the first deputy general director.

In 1998, Dubina was transferred to the Alchevsk Metallurgical Plant, where he initially served as the deputy chairman of the board and later became the chairman of the board and the general director of the plant. In 1999, he graduated from the Dniprodzerzhynsk State Technical University with a degree in "Technology of Ferrous Metals, Organizational Management."

On December 2, 1999, by the order of the Minister of Industrial Policy, Dubina was appointed as the general director of the Krivoy Rog State Mining and Metallurgical Plant (Krivorozhstal), located in the Dnipropetrovsk Oblast.

Political and Government Positions

In November 2000, Dubina joined the supervisory board of the National Joint Stock Company Naftogaz of Ukraine. On January 26, 2001, by the decree of President Kuchma, he was appointed as the Deputy Prime Minister of the Government of Ukraine responsible for industrial policy. He also oversaw the fuel and energy complex. In June 2001, he became the First Deputy Prime Minister of Ukraine.

In September 2003, Dubina was appointed as the First Deputy Secretary of the National Security and Defense Council, marking his return to national politics. In February 2004, he became the President of the National Joint Stock Company "Energy Company of Ukraine," but was relieved of this position in February 2005 by President Yushchenko.

In June 2005, Dubina was appointed as the General Director of the Dniprovsky Metallurgical Plant. In December 2007, he became the Chairman of the Board of Naftogaz of Ukraine. In this role, he played a significant role in the negotiations to resolve the gas dispute between Russia and Ukraine in February 2008.

Dubina has been awarded the Order of Merit of the III degree (1999). He holds a candidate of technical sciences degree and is a laureate of the State Prize of Ukraine in the field of science and technology (2001). He is married and has a son.
