Education and Career

Olim Avalboyevich Uzarov is a renowned journalist and legal scholar. He holds a Ph.D. in Philology, a Master's degree in Law, and the rank of Adviser of Justice 3rd class. He is a two-term member of the Legislative Chamber of the Oliy Majlis (Parliament) of Uzbekistan.

Uzarov completed his secondary education in 1990 and went on to earn a journalism degree from Tashkent State University in 1996. He then pursued a degree in law from Tashkent State Law Institute, graduating in 2002, specializing in journalism and law.

Professional Experience

Over the past three decades, Uzarov has held key positions in government agencies and media organizations, gaining extensive experience. He has also worked concurrently with higher education institutions and sports federations.

Uzarov began his career at the newspaper "Chirchik Tongi" where he worked as a correspondent, department head, and executive secretary from 1991 to 1995.

From 1995 to 2002, he worked at the National Television and Radio Company of Uzbekistan, holding positions such as Editor of the "Sport" Department, Head of the Department of the Directorate of "Spirituality," and Head of the "Politics" Department. He also served as the Leader of a Group and Producer for the "Yoshlik" TV channel.

During his time at NTRC, Uzarov was responsible for creating several successful programs, including "TV-Advocate," "Chirogi Yonik Uy," "Tabarruk Kademjollar," "Kishlokdagi Tengdoshim," and "Sayohnoma."

Parliamentary Career

Uzarov has been elected as a member of the Legislative Chamber of the Oliy Majlis twice. He served on the Committee on Information and Communication Technologies (2005-2009) and the Committee on International Affairs and Inter-Parliamentary Relations (2010-2015).

As the youngest member of Parliament, Uzarov played a significant role in the development of over 30 laws, with around 300 of his proposals incorporated into the legislation.

Media and Public Activities

Uzarov is actively involved in public affairs. He has been a member of the Commission on Legislative and Legal Terms of the Legislative Chamber (2005-2009), Secretary for Organizational Affairs and Personnel of the Central Council of the "Milliy Tiklanish" Democratic Party (2005-2008), Deputy Chairman of the "Milliy Tiklanish" Democratic Party in Tashkent City Council (2009-2013), and Press Secretary of the Legislative Chamber (2009-2014).

Through his initiatives, the Institute of Accreditation of Media Representatives was introduced in the Legislative Chamber, and the Parliament's Journalism Club was established. The official website of the Legislative Chamber, led by Uzarov, was recognized as the "Best Website in Public Administration" in 2010 and 2012.

Research and Publications

Uzarov has authored and co-authored over 50 academic publications. His notable works include the textbooks "Public Relations" (2012), "Interaction between the Mass Media and Judicial Authorities: The Experience of Uzbekistan and International Practice" (2013), "Public Relations of Political Parties in Uzbekistan" (2014), and training manuals on press conferences and journalist accreditation in government institutions.

Uzarov's books include "The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan" (2013), "Experts in Parliamentarianism" (2013), "The History of the Uzbek Martial Art" (2011), and "Uzbekistan and the World: International Relations, Interstate Relations, and Prospective Cooperation" (2014).

All of his publications are widely used in the Uzbek higher education system. Uzarov is a member of the Union of Journalists of Uzbekistan. He has also published poetry collections, including "Bahor Khazonlari" (1993), "Iztirob Gullari" (1994), "Yulduzlar Yogdusi" (2015), and a collection of short stories, "Tungi Kotillik" (1995).

Filmmaking and International Recognition

Uzarov has created several documentaries, including "The Rights to Life," "Judicial and Legal Reforms," "Uzbek Martial Art," and "Youth and Legal Culture."

He has been recognized in various competitions, including "Creative Teachers" (1994) and "The Greatest, the Most Precious" (1997). He has received certificates from prestigious international institutions, including the International Republican Institute (USA, 2003), the World Bank (1996), the Organization for Security and Cooperation in Europe (2004), and the United Nations (2009).

Uzarov has enhanced his qualifications in journalism and information technology through training in Germany, China, USA, Turkey, Russia, and Armenia.

Sports and Social Involvement

Uzarov is an International Class Judge in Uzbek Kurash and a Master of Sports. He is also a member of the Executive Committee of the Chess Federation of Uzbekistan.

Uzarov has been awarded commemorative badges for his contributions to the independence of Uzbekistan. Since June 4, 2021, he has served as the Head of the Creative Union of Journalists of Uzbekistan.
