Early Life and Education
Born on June 5, 1954, in Vinnytsia, Ukraine, Pavel Sigal pursued higher education in Kazan, Russia. In 1971, he enrolled in the Engineering Faculty of Kazan Chemico-Technological Institute, graduating with honors in 1977. Continuing his studies, he entered the postgraduate program at Moscow Chemico-Technological Institute in 1980, earning a PhD in 1984.
Scientific and Technical Career
Pavel Sigal's scientific contributions are evidenced by his 43 author's certificates and patents. He authored and co-authored over 25 scientific publications. His technical acumen extended to his completion of the evening program in Mechanics and Mathematics at Kazan State University in 1986-1989.
Entrepreneurial Endeavors
In 1989, Sigal founded and led the Scientific and Technical Center "Ecology," a center under the auspices of the State Committee for Ecology of the Republic of Tatarstan. This marked the beginning of a series of successful entrepreneurial ventures.
In 1992, he established the Innovative Apparatus and Technology Association (INATA), bringing together major companies to develop and implement new technologies for processing plant and medicinal raw materials. Sigal held the position of General Director until 1999.
Leadership in Business Organizations
Sigal's leadership extended beyond his own businesses. He was elected General Director of the sewing factory "Dion" in 1996 and later merged three sewing factories to create the "Alton" sewing association, serving as its General Director. In 2002, he founded the Microfinance Center, which grew to become Russia's largest microfinance organization with branches in 376 cities.
Role in "OPORA ROSSI" and Economic Development
Pavel Sigal played a pivotal role in the establishment of the Russian Public Organization for Small and Medium-Sized Enterprises, "OPORA ROSSI." He became the Chairman of its regional branch in Tatarstan in 2002 and Vice-President in 2005. Additionally, Sigal led OPORA ROSSI's committees on microfinance, credit cooperation, self-employment, microenterprises, and markets.
Since 2010, he has served as Chairman of the Council of Regions of OPORA ROSSI. He has also held leadership positions in the Economic Policy and Entrepreneurship Development Council under the Chief Federal Inspector for Tatarstan.
Government Recognition and Honors
Pavel Sigal's contributions to entrepreneurship and economic development have been recognized by the Russian government. In 2008, he became Chairman of the Coordination Council for the Support and Development of Small and Medium-Sized Enterprises of the Government of Tatarstan.
In 2011, he was included in the federal reserve of management personnel by Prime Minister Vladimir Putin. The following year, he was appointed as Vice-Rector for Investments at Kazan State Technological University.
In December 2012, Prime Minister Dmitry Medvedev awarded Sigal the Gratitude of the Russian Government for his active participation in the modernization of the domestic economy.
