Early Life and Education
Serhii Kostiantynovych Komarnitsky was born in Luhansk, Ukraine, in 1963. He initially pursued a career in engineering, graduating from the Kharkiv Civil Engineering Institute in 1986 with a degree in industrial and civil construction.
Komarnitsky later shifted his focus to law, earning a degree in law from the Luhansk State University of Internal Affairs in 2001. He defended his doctoral dissertation in legal sciences in 2003 and was awarded the title of Doctor of Law in 2012.
Academic Career
From 2002 to 2007, Komarnitsky held various administrative positions at the Luhansk State University of Internal Affairs, including as prorector and head of the center for postgraduate education. In 2007, he was appointed as rector of the university.
Komarnitsky has a long-standing interest in environmental safety and has authored over 100 scientific publications on the subject. He is a member of the International Academy of Science and Practice of Production Organization and the Engineering Academy of Ukraine.
Political Career
In 2010, Komarnitsky was elected as a deputy of the Luhansk Regional Council on behalf of the Party of Regions.
Head of Luhansk Oblast State Administration
After the declaration of the Luhansk People's Republic (LNR) in 2014, Komarnitsky fled to Ukrainian-controlled territory. In 2019, he was appointed as the Head of the Luhansk Oblast State Administration (LGA), holding this position from July to October 2019.
