Penelope Keith was born on April 2, 1940, in the United Kingdom. She is a professional British actress, primarily known for her work on television. Born in Sutton, Surrey, Penelope's father was a retired military officer, and her mother took care of the children. After the end of World War II, her father left home, leaving the responsibility of the family on her mother's shoulders. Penelope received her education at a Catholic boarding school, despite not being a follower of the religion herself. During her studies, she developed an interest in theater and would spend most weekends attending performances at the West End with her mother. When she turned eight, her mother remarried, and Penelope decided to take her stepfather's surname, becoming Penelope Keith.

After finishing school, Penelope decided to apply to drama college, but she failed the exams due to her tall stature. However, she successfully enrolled at the Weber Douglas Academy of Dramatic Art. After a few years of working in the theater, she began to try her hand at television.
