Early Life and Education
Ruslan Beketaev was born on November 16, 1975, in Shymkent, Kazakhstan. He graduated with honors from the Kazakh State Agrarian University in 1996, earning a degree in economics and accounting. Subsequently, he pursued higher education in the United Kingdom, earning an honors degree in economics, finance, and management from the University of Bristol in 2011. He also holds an MBA from IESE Business School in Barcelona, Spain.
Professional Career
Beketaev began his career in 1996 with the National Securities Commission of Kazakhstan. He subsequently held various positions at the National Bank of Kazakhstan and the Agency for Regulation and Supervision of the Financial Market and Financial Organizations of the Republic of Kazakhstan.
From 2005 to 2010, Beketaev served in the Financial Police and rose through the ranks to become Deputy Head of the Department of Economic and Financial Crimes.
Ministry of Finance
In 2011, Beketaev returned to the Ministry of Finance as Deputy Chairman of the Committee on Financial Monitoring. He later became Chairman of the Treasury Committee from 2012 to 2014. From 2014 to February 2021, he held the position of Vice Minister of Finance.
Eurasian Economic Commission
On March 5, 2021, the Supreme Eurasian Economic Council appointed Beketaev as Member of the Board (Minister) for Economy and Financial Policy of the Eurasian Economic Commission.
Awards and Honors
Throughout his career, Beketaev has received several awards and honors, including the "Eren Enbegi ushin" ("For Labor Distinction") medal in 2008, the "Excellent in the Financial System" badge in 2011, and the "Kurmet" ("Honor") Order in 2015.
